MARIUPOL REBORN: RESTORATION OF HOMEOWNER ASSOCIATIONS AFTER DE -OCCUPATION
The issue of housing and condominiums renewers is a part of the development of the city's revival plan Mariupol Reborn. This was discussed at the XIV All -Ukrainian ACMH Forum in Lviv.
The forum was attended by homeowner assosiations from all regions of Ukraine, central government, public organizations, banking institutions and foreign experts.
Working on the development of the Mariupol Reborn plan, the municipality team held a dialogue with the Mariupol community in 16 cities of Ukraine. People said they would like to return to the city - including condominiums. However, at the same time there are a number of other questions from Mariupols, how to do it in practice for a community. For example, if houses are demolished, there are no co -owners or ACMH chairmen, lost primary documents, etc. We are currently looking for answers with experts. We want to develop effective mechanisms that will help with the reconstruction of the housing stock of Ukraine in the de -industrial territories
Before the full -scale invasion of Mariupol was among the leaders of the transition to condominiums. If in 2014 there were only 5% of condominiums from the total number of apartment buildings, then in 2022 their number increased to 65% - 1 135 houses. The unprecedented transition was facilitated by an unprecedented condominium support program from the mayor of Mariupol Vadym Boichenko. Thanks to it, the city helped solve the problems of housing and communal services, mini-projections and "cozy yards". Currently, all this is destroyed by the invaders.
It is the mechanisms of restoration that became the main theme of a separate municipal lecture, which was held on the basis of the Lviv Platform of Strategic and Arzitectural Modeling of Mariupol Reborn.
Main questions:
- What to do when a destroyed house;
- How to make decisions in condominiums with a small number of co -owners;
- What to do with loans and funds in condominiums;
- How to find the heads of the Board of ACMHs and co -owners of houses.
- And much more to quickly reconstruct Mariupol and create favorable conditions for residents.
Mariupol Reborn's project is being implemented by the Mariupol City Council with the investment support by Rinat Akhmetov's SCM and international donors.
